The Respect Standard for Housing Management – what is it?


A government led voluntary standard for landlords, to sign up to and make a public commitment to delivering good services to help stop anti-social behaviour (ASB) and create a culture of respect.

 

It is based on good work that many landlords are already doing to tackle ASB and contains six commitments –

1. Accountability, leadership and commitment
2. Empowering and reassuring residents
3. Prevention and early intervention
4. Tailored services for residents and provision of support for victims and witnesses
5. Protecting communities through swift enforcement
6. Support to tackle the causes of ASB

H&F Homes signed up to the Standard in January 2007 and have conducted an analysis to find out where we meet the Standard and if there are any areas where we don't.  It was found that we have some gaps, primarily in commitment 2 and we are working very hard to close the gaps.

In August 2007 we recruited a Neighbourhood and Respect Coordinator who is working with the area teams to deliver the Standard.

Area Respect Plans

Each Area Housing Office has a Respect Plan that the team are responsible for delivering, with any help and assistance that they may require from the coordinator.  They are regularly updated and changed as new initiatives or issues arise.

Neighbourhood Respect Panel

On 23rd October 2007 H&F Homes held the first meeting of the Neighbourhood Respect Panel.

The panel was made up of residents who had expressed an interest in shaping the future of the ASB Service within H & F Homes whilst attending one of the two Respect Challenge Days held in the north and south of the Borough on the 15th and 22nd September 2007 respectively.  The residents had all complained about ASB in the past or are involved in a current case.

Although there were many issues we wanted to discuss with the panel we decided to take only a few to the first meeting.  These were the Area Respect Plans, the statistics produced by our ASB database – in order to discuss the best way to present those figures to our residents and two templates of satisfaction surveys – so they could decide which they preferred.

The meeting was very successful with the residents contributing fully to the discussion and giving us some very good ideas.

We held the next meeting on 6th December 2007 to discuss our new ASB policy and procedures.

Satisfaction Surveys

We are in the process of sending out our first ever resident satisfaction survey on how we dealt with your ASB cases.  We want to know whether or not you found it easy to complain and how satisfied you were with the service you received.  We will be sending the survey to all closed cases and really need to hear your views so we can improve our service to you.

Successes

ASBO:
Hammersmith North Area Office working in conjunction with the Council's Anti Social Behaviour Unit have been successful in obtaining an Anti social behaviour Order (ASBO) against a resident who has caused extensive anti social behaviour on  White City estate. Click here for further details.

The Area Housing Office and the Anti Social Behaviour Unit would like to thank residents who helped provide information which enabled them to gain the ASBO.  Without them it would not have been possible.

Crack House Closure:
The Police raided a flat on the Edward Woods Estate on Thursday 1st November and found many items of drug paraphernalia , they then applied for a closure order – which was supported by both HFH and the council's ASB Unit - and on Tuesday 6th November the order was obtained.

The property will remain closed to all persons for three months and we are now applying for a possession order to ensure the tenant can not go back into the flat.
