A Message from the Chair

H&F Homes is the management organisation that runs day to day services for council tenants and leaseholders in Hammermith and Fulham. Established on June 1 2004, our key objective is ensuring council homes in the borough reach the Decent Homes standard by 2010.

Other than that, our aims are simple: to build Strong Communities and provide Excellent Services.
Nine of the 19 Board members are residents, including tenants, leaseholders and a sheltered housing representative. Five of our Board members are Council nominees, and five are independent experts. All Board members give their time for free to help the organisation meet its aims.
H&F Homes is an open and inclusive organisation which welcomes the opportunity to learn. It is possible for you to pass on your comments, observations or complaints in a variety of ways and you should always be encouraged and assisted to do this by our staff.

You may also like to attend one of our Board meetings which are open for anyone to observe. The dates of these meetings are listed on this site.

Board Members 2006/07

Residents:

HARRY AUDLEY

Harry is a leaseholder living on the largest estate in the borough. He is the new Chair of HMS Board.

He has worked in the Media industry for 20 years. Alongside this he has become involved in urban regeneration, youth offender rehabilitation and social housing.

Harry has taken on a number of voluntary positions. These include being Vice-Chair of White City Residents' Association, which covers more than 2,000 properties, being a board member of an urban regeneration charity and panel leader of the Youth Offending Team. He is also a Tenant Inspector for the Audit Commission Housing Inspectorate.

 

VAL BARKER

Val BarkerVal is a longstanding tenant of a large estate in Fulham and is Chair of the Residents Association.

She is a Trustee and Vice-Chair of Lygon Houses, with whom she has been involved for over 12 years. She is the chair of the south panel of the Fulham North NDC and a member of the Normand Park Steering Group.

Her previous experience includes working in social services in two inner London boroughs, being a ward councillor, Chair of the then Housing Management Committee, Mayor and Deputy Mayor.

Val is married with three children and eight grandchildren.

 

 

 

HILDA COBOS

Hilda lives on a small estate at the northern edge of the borough. She has been part of the local Tenants Association for over 25 years, and is currently Chair. She has been an active member of all the local housing consultative groups, and involved with housing issues locally and nationally for many years. She is Vice-Chair of the local housing forum.

She is a past governor for a nearby school and has been a member of the panel of the environmental group Groundwork West London.

Hilda joined the Housing Commission in 2002, which evaluated the stock options for the borough's residents. She is very proud to be a Board member and believes passionately that all the housing stock remains in the ownership of the council. She is also eager to see all homes brought up to Decent Homes Standard.

 

JANET GASTON

Janet GastonJanet has lived in the borough for many years. Having lived in West Kensington and Shepherds Bush, she has been in her non estate property in Fulham for 25 years. She is committed to social housing and joined HAFNEP because she believed that people living off estates were not getting the same attention and resources from the council.

She is Vice Chair of Fulham Central Area Forum.

Janet is the office manager for a local firm of solicitors which has a grade 1 criminal contract from the Legal Services Commission.

 

 

 

HENRY TALMAN

Henry TalmanHenry has lived in the borough for over 40 years. He has lived on a large estate since 1976 and has been chair of the local Tenants and Residents Association for most of that time.

He is Chair of HAFFTRA (Hammersmith and Fulham Federation of Tenants and Residents Associations) and Vice-Chair of the local housing forum.

Henry is committed to preserving and improving the standards and supply of affordable social housing.

 

 

 

DOROTHY WALKER

Dorothy has lived in this borough all her life, including the last 19 years in sheltered housing in Fulham. She has been active in campaigning for older people - on the Rampage committee organising holidays, the vice-chair of the local tenants association organising social events, a speaker for BGOP, and a member of the Housing Commission which led to the establishment of HFHMS.

As vice-chair of the Sheltered Tenants Forum, which was started in 2001, she has visited nearly every sheltered scheme in the borough and has a good idea of what each scheme is like.

After the sad death of John Moorey, she became the sheltered tenant Board member.

Dorothy was born above a chemist shop opposite Fulham Police Station and married in Munster Park Methodist Church. She is a keen football (Fulham) fan and also follows rugby union and league, cricket and snooker. Before she retired, she worked for many years in the Science Museum at South Kensington, interesting work but not rocket science!

 

BILL OGDEN

Bill is a leaseholder who has lived in the borough for over 30 years and is married with two children.

Bill has a background in housing, transport and urban regeneration: he is a long-standing Board member of the Borough Partnership for Hammersmith and Fulham representing the community and voluntary sector on Housing and Transport.

Present portfolios:

Bill was elected to the Board in 2007, he is committed to improving the quality of life for all residents of Hammersmith and Fulham

 

LAURA NEWMAN

Laura Newman

Laura has been a board member since July 2007 and has lived in the Fulham area all of her life. The vast majority of this time has been spent residing in the Sands End area.  She is a mother of four and is currently a tenant in Jepson House.
 
In the years gone by, she has actively been a member of the tenant's association of Jepson House and a parent governor at Langford Primary School.  
She has served as a youth worker at both Townmead Youth Club and Sands End Adventure Playground and a regular attendee at St Matthew's Church on Wandsworth Bridge Road. Laura has participated heavily in Fund Raising within the community with the above organisations.
 
Educated at Langford and then St Mark's School's which are/were both in Fulham. She has lived in both private and council housing in the Borough.
 
Laura is extremely keen to get involved in local politics - in particular Housing and Education Issues. Having recently been elected to join the board she hopes to acquire knowledge in these areas and put forward her views and ideas for the good of the community.

 

Independents:

SHARON PALAZZO

Sharon

Sharon was appointed to the Board in July 2007. She has extensive experience in business and project management and is a Director of a consultancy company that has expertise  in solving operational, strategic and people issues in  developing and growing  service sector companies.

She also has experience of managing  private property estates including assessing, planning and specifying major works, maintenance and refurbishment programmes.

 

ROSEMARY FARRAR

Rosemary FarrarRosemary is a qualified Chartered Accountant who has worked in the RSL sector for over 20 years and for more than half of this time she worked with housing providers in Hammersmith & Fulham. She is currently working as an interim executive for a number of Housing Organisations.

Rosemary has carried out extensive training and public speaking for housing associations and related sectors and is a Board member of a long established West London RSL. Going further afield she is also on the board of a housing association based in the east of Scotland.

Rosemary has lived in the borough for 26 years and has always kept an active interest in the community. She is the Chair of Governors of a maintained secondary school in the north of the borough, a governor of a local maintained primary school and a Board member of the Urban Partnership Group. She is an active member of a children's holiday charity.

Rosemary has 4 children and her interests include theatre and music.

 

GUY VINCENT

Guy has been a practising solicitor for 24 years. He has knowledge and experience of advising on company finance and business management, and also of employment law including human resources and TUPE issues.

He has previous experience of board and committee membership in business and the voluntary environment. He has been a board member of a welfare charity, and having served as a governor in three local schools he currently chairs the Board Of Governors of a special secondary school in the borough.

Guy has lived in the borough for 27 years and has good local knowledge of the area. He takes an active interest in local issues and is involved in the residents' committee. He has experience in involving local communities or representative groups in community issues.

Guy is committed to HMS corporate aims and to furthering the good reputation of the organisation and the council.

 

JEFF ZITRON

Jeff ZitronJeff Zitron has lived in the Borough for most of the past 35 years. He worked in housing for most of his career, in consultancy, housing associations and local government, principally involved in the funding and delivery of major regeneration and other investment projects. He has also written or co-written fourteen books on housing and public policy.

He is Chair of the West London NHS LIFT Partnering Board which oversees the delivery of new primary care buildings and services in Hammersmith & Fulham, Ealing and Hounslow. He is also Chair of Soho Housing Association, a community based housing association operating in the West End of London.

 

 

 

Council Nominees:

 

TERRY BARNES

Terry has lived in West London all his life. He was born on Soap Sud Island, South Acton, grew up in council accommodation and remained a council tenant until he moved to Shepherd's Bush five years ago.

He is a governor of a local school, a member of the Wormholt and White City SNT and a trustee of TAMBA (Twins and Multiple Births Association) and is the father of twin daughters aged 4. Terry is a highly qualified bricklayer specialising in heritage work, and he teaches apprentices and assesses brickwork at a number of colleges and institutions.

 

CAROLINE BOTWOOD 

(Awaiting Photo)  Caroline had lived in the borough for 40 years. She is an investment banker and has over the last 10 years specialised in the funding of government sponsored Public Private Partnerships, particularly in the health sector.

In the social housing arena, Caroline has worked with local authorities, RSLs and The Housing Finance Corporation on raising funds. She has also written a policy paper on the private finance initiative for the National Housing Federation.

Caroline is committed to seeing H&F Homes achieve best value through their Decent Homes grants for the benefit of residents.

RACHEL FORD

Rachel FordRachel is a Councillor for Fulham Broadway ward in Hammersmith and Fulham. She is involved with several community groups and residents' associations in the ward including her role as vice chair of governors at a local primary school. Rachel is interested in encouraging volunteering locally and is on the management committee of Hammersmith and Fulham Volunteer Centre.

Rachel is a management accountant and is currently working for a large publishing company.
